I've searched for something like this in the past but hadn't run across anything. I would wonder if there would be issues with the pad holder rotating since the braking force isn't on the same axis as the clamping force holding the pad to the break arm.
I've considered fabricating something like this using two bolts to secure a "drop plate" to the break arm to prevent rotation, but my toolset (and skill set) for this kind of work is minimal.
