I can't recall the printing being easily smudged off or suceptabel to solvents..basically because I never tried that, but will take your word for it. Recalling the columbus and campy foils decals in my hnads never got that intense exposure.
Regardless, you have a good point that you could clear coat over them, and granted, they were "heavier" that varnish transfers, etc., but there was always something about that gleaming foil background that to this day has a certain retro appeal to me.

Solvents remove it in the blink of an eye.... Also clear coating over foil stickers is not an easy nor successful process. So, in the end, foil was too vulnerable and susceptible.

I think Falcon also used those foil types at some point as well.
