Foot size is just one of the several individual things not taken into account by the formulae.
The Kolin heel-on-pedal method is close to what I ride now, having lowered my saddle to a 60s vintage height after riding formula height for decades (also with no problems).
The best method is probably to have a knowledgable experienced rider watch you pedal ;-)
