I had a thin wall Phil for splined Regina FWs and it did good service for a number of years until it met a FW-hub interface that was pretty well stuck. It broke but it took a major effort to break it and as thin as the section was I figured it'd let go, so I can't really blame the tool.

Phil Wood is the best known, but thin walled removers for splined European FW's are/were also made by Park, Zeus and maybe Bicycle Research. These thin walled removes will fit over the NR locknuts. Everyone should have one in his toolbox.
