And if you know of a compentent framebuilder...it's possible to actually extend the steerer by adding a section of threaded steerer on.....[you could use a discarded pair of forks as doner] .but it must be cut like a 'Z' in other words NOT simply a straight cut and join.
Should be brazed, then cleaned up and carefully re cut using a Campag or simular cutter.....and reamed so the stem fits nicely......Once fitted the stem quill supports it.........wouldn't recommend doing this to a steerer if the join was to below the 'headset & stem area'........done several over the years, never known any problems.
