Rust Cleanup.

EvapoRust does NOT remove rust stains when the rust has peforated the paint. It helps only slightly to reduce the orange Iron-Oxide color. discolored Paint welts will still remain. I tried (soaking overnight) :

HOWEVER, I had a bike (Schwinn Paramount) whose rust was actually deposited from rust vapor from my basement's air. In this one case, lightly polishing with NEVR-DULL wadding worked. This MAY work with your top-tube cable clamps.

I recommend that you remove the top-tube cable clamps and go over the finish lightly with nevr-dull wadding. What you're actually doing is rubbing away the clearcoat. Don't push hard - let the wadding catch on the rust and pull it off. If you get some color on the NEVR dull then STOP you are taking off a layer of paint! After this cleanup, reinstall new rust-free clamps in exactly the same place, rust discoloration will be hard to see.

To clean the top tube clamps, (optionally) soak them overnight in EvapoRust. Then use brass wool. DO NOT use steel wool (it will scratch). Aluminum foil is inferior to the brass-wool chore-boy pads found in grocery stores. Or, use a dremel brass wire-wheel ($4) on a dremel or a drill. After rust removal, wax the clamps with a good polymer car wax (NuFinish or Raindance) and let them dry. Also, wax the top tube before reinstalling the clamps.
