Joe- What is the "thing" on the seat tube just below the seat lug's lower edge? Two shots make it look like a deformation/bulge that runs around some of the seat tube. Perhaps further indication of rough former life. We'd love a more thorough examination and detail shots. Not that this prevents the bike's worthiness of rebuilding (assuming structural integrity), if anything the story is more interesting.
