Andrew its seems you have a better eye than me! You are correct there is a small bulge running about 1/5 the way around the seattube. I am patently no expert but it looks to me like it may have been caused by a seatube being inserted only a little into the seattube. I must thank you as I was considering a frame repair and respray (at considerable cost) despite the lower headlug problem. Now it is definitely heading for ebay tomorrow!
I can take a little bit of solice from the fact that a well regarded member on here was also bidding on the frame so I wasn't alone is gunning for a turkey! Hopefully I can recoup at least some of my costs on this one, at least it has taught me a valuable lesson.

"Joe- What is the "thing" on the seat tube just below the seat lug's lower edge? Two shots make it look like a deformation/bulge that runs around some of the seat tube. Perhaps further indication of rough former life. We'd love a more thorough examination and detail shots. Not that this prevents the bike's worthiness of rebuilding (assuming structural integrity), if anything the story is more interesting.
