The pdf for designers linked on that page is interesting, I didn't see 531 listed in it though on my cursory glance.

The front subframes of the E-type Jaguar were 531 alloy although not bicycle tubes and IIRC so was the entire D-type race car chassis.

It is good to see that it is available for bicycle construction again, no idea of the diameters, gauges or the quantities offered though.
