Sorry Peter I have an RRA from 1934 (The first year it was released) that I helped restore regarding correct parts. The paper work, adds, pics, etc. (researched by Peter Cridland who did the actual restoration) show the bike with this exact chainset. In fact it appears to be a mistake because one of the herons sits behind the crank arm while later Raleigh sets have the 3 herons on exposed arms.
