thanks for all the information, it's very welcome, the center (bb) to the top (seattube) is measurement is 60 cm, there is also a little braze on to hold the shifters on the right place on the frame it looks like a small filled arrow thats pointing towards the head of the frame.

The story that it's a repainted and re badged carlton coul be true, because of the blue paint underneath the white.
