Yes, it is possible to reuse lugs. The strength of the joint doesn't rely greatly on the lugs, which are generally mild steel in any case and thus won't degrade much from reheating. The trick is getting the old tubes out without damaging the fancy lugs. The safest, but most tedious method is to ream or grind them out. If the joints aren't pinned, you can melt the brazing material and simply pull the tube stubs out, ut care must be taken not to damage the fancy points and such. Don't pull until you're certain the whole joint is molten. Multiple large torch heads facilitate this.
