Hi Jim,
I had a Univega Super Strada with the scalloped Shimano Dura Ace headset locknut and adjustable race. You can find the corresponding scalloped Shimano tool on EBay -- but you can also use a standard headset wrench. The flats are still there where you need them, at the corners!
