For what it's worth: if you happen to have access to a copy of "The Custom Bicycle" by Kolin and de la Rosa (1979), there is a picture on page 28 of a TI Reynolds employee hand-raking individual fork blades. The caption states: "No machine has been developed to bend fork blades with more accuracy and care than this workman. All fork blades are raked by hand!" Also on pages 31 and 32 there is a description by TI Reynolds of their taper gauge fork blade and the rationale behind it. Immediately following this is a section on Columbus tubing emphasizing how their philosophy differed from that of Reynolds.
