Yes there are Italian touring bikes, they are just difficult to find and somewhat overshadowed by all the road and citi bikes. One very well established shop/marque is the Rossignoli ( http://www.rossignoli.it) in Milano. I visited the shop last year and was surprised to find a full stock of Brooks saddles, Carradice panniers and touring frames. The shop has been in business since 1926 and is I believe Milan's oldest bike shop. The shop puts on an annual vintage bike show, I was given a copy of a CD from a previous year, the bikes featured ranged from wooden bikes, to utility bikes to vintage lightweights (some with very impressive provenance). If you ever get the chance to visit Milano Rossignoli is a must see.
