This is the second time through Ebay for this frame. I saw it about a month or two ago. It looks to be fully chromed from the scratches in the paint. From the cable guides on the down tube and bottom bracket it looks to have been designed as a ten speed with either barcons or stem shifters. Is that a Stronglight headset? The lug on the headtube that accepts the twin lateral tubes and the lug attaching the twin lateral tubes to the seat tube sure are distinctive. I haven't seen those before. The same goes for the seat stay caps/binder treatment. My guess is English. I've seen some ornate Pennine mixte frames run through Ebay that look similar to this one but definitely not identical. They had no chrome and, if memory serves correctly, had landscape paintings on the seat stay caps. Maybe the framebuilders and/or our English friends on the list can chime in.
