[CR] Australian Speedwell "Rover 26" - What year??

Hi All, I'm trying to find out anything I can about this bicycle frame that I bought on eBay. When was it made, by whom, where, etc?

I also got my hands on an unused F&S Torpedo Duomatic which I'm going to marry with a Schlumpf Speed Drive. I'll finish it off with a Brooks B17 Narrow & Brooks leather grips.
