Mark- The same exists for the Stronglite 99/93. The inner ring was hanging onto the bolts only. Which works pretty well actually. The nut portion of the ring bolts is extra long so the two inner rings and the arm all ride on it. This keeps things pretty well centered and very tight with otherwise normal servicing. Or that's been my experience.
