Just to clarify, the Perfect freewheel that I have is a six-speed standard spaced model, that appears to have the 13T cog threaded into the second smallest cog, like the Winner design. But it is clearly a PERFECT stamped model body, so a blanket statement about them cannot be made. That's the point I guess I was trying to make.
And no, I am not going to dismantle this freewheel to prove it. Trust me, my eyes are seeing correctly.

It would be just barely possible to make a 13t cog that could screw onto the 44mm threads of a non-PC-6500 Perfect or Procompe FW, But you wouldn't be able to use a chain on it.
I just wrapped a chain around a 13t cog and there is only about 2-3 thousandths clearance when placed on the threads of a Pro Compe body. You need to have some sort of flange or spacer and the chain would never clear that.
BTW If someone does need a 13t 5 speed New Winner cog, I have one with very little use.
