Best is if you have it hooked up, and someone can apply the brake while two people turn the wheel backwards. About the only other way is to clamp the driver in a brass-jawed vise and turn the wheel, but you will likely ruin the driver.

I have two Phil brakes for sale by the way. One may be missing a small part. I have a couple hubs too. $100 for a brake or hub if anyone is interested. Have one extra disc too.
