Sorry I managed to get the size information for the Pat Hanlon all wrong.
The description should have read:

Pat Hanlon had her frames built by a number of builders over the years
- his one ios thought to be the hand of Vic Edwards who also built
frames for Condors, under his own name (Rondinella) and for Shorters and
almost quite a for other top London shops. This frame with its rather
beautiful fancy hand cut lugs is in very good condition with just one
dent on the underside of the top tube which could could easily be filled
