[CR] Concorde Jubelium info sought

A mate of mine is about to acquire a nice lugged Concorde "Jubelium" frameset. Looks pretty trick, especially with Gold plated forks and stays. It would seem by it's name to be a special issue commemorative or anniversary frame of sorts. Or not? Any history or knowledge of this specific model is appreciated. Pics below ...
