Maybe. From what I remember seeing there was a taper to the splice, which might prevent such concentration. Inspections would be a good idea.
Not sure how various parts of the steerer tube get stressed, including by the stem wedge.

That is not necessarely a good thing. as a large change in stiffness will concentrate the stresses and reduce fatigue strenght.
