That price, by my guesstimate, is in the ball park. However, this is a very late Herse, notice the decals rather than hand painted markings, later Huret derailleurs. But it does have the cranks stem, Maxi car hubs, many of the key parts... Who can tell about lugs & frame details?
Every time I see a sale like this I grind my teeth.. Why in the world wouldn't this seller make just a bit more effort to enhance his value by cleaning, "TLCing", and then taking pictures of what makes Herse special (frame construction).
It's very hard to get charged up about this bike based upon it's presentation. With just a modest amount of spiffing up and better pictures, he could earn potentially more $...

I would bet that a few of the heavy hitters in Japan are going to take a shot at this. It is a popular size for the Japanese collectors and I think it will sell between asking price and 5K. I do not know what the economy is like in Japan right now but I think their bonuses hit in March. I remember Alex March mentioning to me that Japanese Execs get bonuses around this time of year.
