All- Back in the Day the shop I worked had one of these tools in the Campy tool box (just floating as there was no nest for it.) It was explained to me that it was to loosen and tighten the lock rings on the frame cutters for their removal or replacement.

And, yes, as you slide the knob along the slot the arms extend form the body and their pegs width apart gets greater. My memory is of a spring loaded movement.
