Not sure about the licensing details, but those Mexican made saddles were OE on Windsor bikes in the 70's and seemed identical to an Italian Unicanitor. Some were branded Windsor, but I believe they may also have been marked Unicantor, which would mean there must have been a licensing agreement.

\r?\n> I just received a used Unicanitor I
\r?\n> bought on ebay. Typical poor photos in the ad and it went
\r?\n> cheap. But even though most of side logo stampings are worn
\r?\n> off you can clearly see "hecho en Mexico" across the
\r?\n> bottom.
\r?\n>
\r?\n> Other than that it looks like an early non padded, wide
\r?\n> version, with no embossing under the pan.
\r?\n>
\r?\n> Were these actual Unicanitor's licensed to made in Mexico,
\r?\n> or a knockoff?
\r?\n>
