What actually appeared on Sheldon's site, re: 1980s Cinelli bikes was: "Sometime around 1983 it all ended. The 26.2 sleeved seat lug was replaced wit a different cast model that used a 27.2 post. The familiar 3 hole lugs were gone as well. Quality during the following years took a pretty heavy hit as well. Many examples didn't even have chrome lugs. By the late 80's quality improved and chrome lugs returned. It just, however, isn't the same".
I have seen some of the dodgy 80's vintage Cinelli bikes I think Sheldon was talking about and these have generally not been the Super Corsa model. However, I happen to own a 1984 Super Corsa frame with chrome lugs (no holes) constructed of SLX, and with a 27.2 seat post lug. I also own several other Cinellis dating from the 1950's through the 1970's and have to say that I don't think the SLX frame is bad at all. I actually think its pretty nice, with excellent workmanship, and rides very well. It is also very light weight.
