Guys, test, don't guess, you might be machining air for a proper fit.
The only info I can provide that might lead to some help is a few years ago I bought a bike with what looked like a Phil Wood Bottom bracket. It was just the rings. Inside was a sealed bearing Stronglight axle and bearings. Not the roller bearing version, the cartridge ball bearing one. That kluge worked for them, I removed it.
To see if this idea will fly someone is going to have to sit down with a micrometer and maybe a 2D CAD program to visualize what needs to be done. Before you start machining air on a lathe perhaps.
By the way, first generation Phil BB bearings have an O.D. of 30 mm and an overall width of 61.68 mm for the bearing pair. Axle extends 26.8 mm on the drive side, and the spindle is just shy of 113 mm overall. No idea as to the model number, they were not marked. It was in a 68 mm shell, and had Campagnolo cranks mounted 120 mm rear spacing, good chainline on a 5 block.
