I believe Thevenet had the later competition brakes (with the small decal/logo) on his 1977 Tour bike, but I'll have to go look through some photos to confirm that statement.

My suspicion on this bike (I have not seen the pictures) from the descriptions, and from the fact that it is, almost without doubt, a European Peugeot, is that it is an 80s bike.
