That would be exactly my concern with a wood plug; the fact that it would absorb moisture and prevent air circulation, leading to corrosion. However, since these were racing bikes, built for a purpose and then discarded when a newer, better model was available, rust was less of an issue than the perceived strength and safety advantage.
