It takes a special TA tool with 23mm threads. I bought mine for $7 or $12 bucks back in 1975!
Park Tool used to make a CCP-1 remover that was 22mm on one side and 23mm on the other. So did VAR.

Only use a 23mm puller otherwise you're likely to strip the threads in the crank arms. Also use a stiff brush like a tooth brush and some solvent to clean the crud out of the crank arm threads before inserting the remover.
