Hello Stewart,

The tool that seems to work best for this job is a modified Park red handled adjustable cup tool (PSA-2?). The pins need to be repositioned inward. Clamp the pin wrench into a securely mounted vise. You must twist the pins into position. I have used the jaws of a large adjustable wrench to grasp the pins and twisted until they are opposing each other. I suppose if you have  a oxy/ace torch you could heat the area and save yourself some grunting. While working with the modified PSA-2, I have found that cutting a section of old inner tube and placing it at midpoint allows constant tension, so you don't waste energy squeezing to keep the pins in place. Although not perfect, this modified Park tool works better than the VAR13.

I have used this tool in conjunction with the VAR78. The VAR78 grips the upper hs race, while the PSA-2 holds onto the security nut.

Good luck.

Guys,

I have a Cinelli headset that is on OK, but works loose after a few hours, because I don't have the tool of course.  Next, does anyone in the NYC NJ Bowie MD have a tool I could borrow one weekend to put that problem to bed?  I will offer a very nice escrow, to borrow or dinner as payment.  Also if there is one for sale I will accept that as well as an alternative way to tighten it.

Thanks!
