I think this clock is an obvious fake, or someone must have stripped it and later 'part-ted' it back up with replacement parts. After all, looking at the 12, 3, 6, and 9 o'clock markers, by 1983, hadn't campagnolo switched over from PATENT CAMPAGNOLO parts to BREV CAMPAGNOLO parts ??
