On the serial number page of the Waterford site, look at what they call "The 'New' System" of serial numbers; K15 would correspond to 1962, between July and October of that year. Don't be fooled by the decals on the bike. It's not uncommon for the original decals to be replaced by a later version; it appears that even Waterford has done that when they have repainted Paramount frames. So if it has seventies style decals, that doesn't contradict the serial number date code.
