I may have missed some of this thread, so I will interject (even if it's been said) that Scott is now part owner of the Blue Wheel Bike Shop in Charlottesville, VA.
He occasionally makes a frame but a few years back was very active. We sold his frames through our store and I have one of his in my collection.

He started out by going to England and worked briefly at Holdsworth, then back to Ohio and then to his first wife's family's farm/commune south of Charlottesville. During that period, he made filet brazed frames for Fisher Mountain Bikes (pre-Trek purchase)
While I am not particularly crazy about that rounder lug look in that For Sale frame; his later frames are very elegant, many with a unique seat cluster treatment reminiscent of 1950s & 60s Italian bikes.

AND he is a super nice person....

Kyle- Scott also built for a short while in the Legend Creek shop. It shared a building with Euclid Bike Shop. Now all are gone.
