It's a city bike seat post clamp, for frames with a cuff at the top and the correct size. There were at least two sizes available, and I have one of each. The finish seems to be notoriously poor on them.

Hi Sean.

It looks to me like a seat post clamp. While these are very common on mountain bikes, this is the first one I have seen by Campy. For several decades seat post were often in the range of 25.4 to 26.4 before the industry settled on the the standard 27.2 around 1990. In my experience these don't have allot of grip, and I would never use this for either a handlebar or a stem. Good luck with finding a buyer for this.
