That frame has been offered for sale many times on Phoenix CL. Although it is an interesting frame, it has considerable damage and is not ridable in its current condition. To my knowledge the builder has never been identified. It was outed previously on this list and on other bike lists. When the owner brought it to my living room for consideration I tried to look past the repairs, but in the end I just passed on it.
If you can deal with the (probably) costly repairs, it might be a rider, but in all likeliihood it will always be an odd shaped paper weight.

I need help identifying a frame that I have been offered.
The frame is all chrome and a "Hetchins" look-a-like but it is not a Hetchins. It has curly stays, a "fastback" seatpost lug, and cool head tube and fork crown lugs but no way to identify it.
The only clues are on the head tube lugs: - on both sides of the lug that connects the head tube and the top tube there is an "R" cut into the lug - on both sides of the lug that connects the head tube and the down tube there is a "W" cut into the lug
Does "RW" mean anything to anybody?
I have jpgs that I can send to anyone interested in helping.
