As a visitor to AZ, I have visited and looked at shops in that area. Mesa is adjacent to Tempe where there are a lot of shops.

I would try Domenic's... they have a long history, into the vintage era. http://www.domenicscycling.com. Landis Cycles are nice shops but a chain and I always am afraid of multi store operations...

Not sure what you mean by "or is fedex the way to go?" I certainly would not pay a FedEx Office store (once Kinkos) to pack a bike... But I WOULD use FedEx Ground to ship it.
