Nothing that a couple of power tools won't cure. For number one, I'd drill a couple holes opposite one another, and use a pin spanner. Or you could dremel a slot, and use the end of a cone wrench to remove the cap.
For the headset cup, I'd just cut the bugger off, using above mentioned dremel and cutting wheel. A slot down one side should do the trick. May need to have the threads chased on the steerer, but it should be salvagable.
