The tool that John links to in his post (below) in VAR tool #22/3, and is indeed a bottom tap for chasing the threads on TA's 23mm crankarms. VAR #23 is a "T" wrench similar to the well-known Campag 8mm "T" wrench, but longer and available in 6 thru 13mm.
RE taps for derailleur hangers, VAR made tool #41D for that task, which they list as 10 x 1mm. Interestingly, I have a tap that is marked 10mm x 26tpi, but I guess the metric equivalent would be 25.4tpi so it's so close it really doesn't matter.

Although this may generally be true, finding a true 10mm x 26tpi tap for
the derailleur hanger may be a bit of a stretch. At least I've never
seen one. 10mm x 1.0mm are abundant and inexpensive.

Is this the VAR #23?

I have one but haven't yet had the need to use it. Did you find it "bottomed" properly? It looks more like a plug tap than a bottoming tap to me.
