Sunlite makes several models that you should be able to get from any bike shop for about $20. The one I have is intended for 27", but there are 700c models in at least one brake-reach. Full chrome, with eyelets behind and above the dropouts.
Downsides include: Hi-ten steel, 27mm crown race, and not for recessed brakes.
But they're only $20!
