Bob, Checking out a 1960 Helyett catalog, I see that amongst the top of the range Speciale models, the Tour de France model is second most expensive at 605 francs, between the Professionnelle at 520 francs and the Giro d'Italia at 730 f (Course amateur is 420).  Stronglight alloy cranks are a supplement of 45 francs, so steel Stronglight cranks are correct on the model without options. Campagnolo hubs are also a supplement. The lugwork on this bike is not ornate as on some of the 50s Speciale bikes, but is very clean and nicely done. Put next to a contemporary PX10 for example, the Helyett is far far nicer. QRs my mistake are not Campy but  MM Atom, there again looking to be correct. So I'll stick by my first idea, that this is a 100% original bike, and a nice example of a mid 60s pro bike (in the catalog the TdF model description says "Contrat coureur avec primes") Alexander MarchBordeauxFrance
