Hi Richard - it is not a relationship I would consider because it really has no bearing on how you fit on the bike. Different frames will have varying combinations of head angle and fork rake, not to mention top tube length. I establish the saddle setback, then center of saddle to center of bar, then drop (or rise) from bar to saddle. This has nothing to do with where the front axle is. Hope that helps.
