Thanks for that link. I did take a look at the photos, which I normally don't have time to do while a discussion is still in progress. I think I know how I would explain this frame.
The frame would be an early 1970 bike by many accounts. The fork crown is in fact one of the sand cast types, common on the 1969 bikes. Therefore the engraving is not cast in the crown, but was pantograph engraved in. That was common before the advent of the IC crown. Once a pattern was made, even just one crown could have been done. I'd say the fork is just an unusual variation; perhaps very rare, that is on this bike. The only "unusual" thing is the engraving on the crown; otherwise this is just an 1970 Colnago with an earlier crown. Totally possible for sure.
Too bad the earlier generation decals were not used; I think that would be more proper. I like the color and it's a good replica of the original color, as far as I can see in the photos. The original color had some red pearl in it.

Indeed an unusual combination. I'd like to see the BB shell cutout. It looks to me like that is actually one of the earlier yet crowns that are common to the '69 Colnagos. Can't really tell for sure what crown that is. Someone needs to ask the seller for some better pics of the crown and some under BB shell shots. That would help a lot.
