I can't see why one would think that mounting the rear brake on the front of the rear stays would induce shudder. In this position the brake arch is doing the same thing as the front brake. In any case, I mounted my brake this way on the bike I rode to Panama without any problem. See link:

It allowed more clearance on the rear rack.
