The "best" way is to have the hood nice and warm and soft, and to install it from the bar clamp (bottom) side. Keep the top cable exit cover to the side, pull the hood up like a tight skirt, and then flip the top over and into place. You still have to be slow and sure, but a nice "gushy gummy bear from the pocket of the girl on the bus in Ferris Bueller's Day Off" feeling to the hood helps out a lot. Some will also to tell you to use some kind of magic household item that will lube the hood, then dry away clean, but I've never done this. I have however, ripped hoods before (old or older NOS hoods), so perhaps there is some merit to the lube idea.
