It's a good thing for everyone else who is lusting after your JPW TT frame that it's 3 CM too short in the top tube for me. (it's 51 x 51 CM.)
I am really surprised that there are suddenly so many frames and bikes available on fleabay in my size range (49.5 51 CM ctc or 52 CM ctt in the seat by 54-56 CM in the TT) after a fairly long drought.
Of course, I cannot afford any of them, but I can still dream (and drool, as I do over JP's frames... :-)
I was once a fan of Lemond, too, but found myself becoming disenchanted with him when he went after Lance Armstrong with some nasty accusations. (Not that I think lance is necessarily as pure as the driven snow, either...)
NEW (on-topic) QUESTION:
Is it considered possible or prudent to add braze-ons to a "gaspipe" frame like my 1970s peugeot UO-18 mixte?
I have often thought it would be helpful to add braze-on posts for the centerpull brakes (Weinnman 750-999s, I think) and/or the front fork and rear rack braze-on mounts. Has anyone ever tried this on the Peugeot 103 "Carbolite" steel?

I am a huge fan of Lemond.
Just letting my biases be known.
Lemond was always known for his geometry which was, as Norris pointed out, a relaxed seattube angle coupled to a long top tube. Perhaps his Cinelli was a little big for him when he bought it (possibly used? It looks older than what would had been a new bike in the late seventies) and he got used to the position?
I know that I have a Lemond TSX and the position is very different from most bikes, but allows for a powerful pedal stroke - or that's entirely my Walter Mittly like hallucination.
But Lemond is off topic, I think.
Anyway, If'n anyone is interested, i have a nice JP Weigle TT/Aero frame made of Columbus AIR tubing for sale on Ebay right now, a really unique example of his work, it's item# 280617410176
