NOTHING Zeus ever made was superior to Campy. The headsets you refer to were certainly hard, to the point of being brittle. My experience is that the softer than Campy bearings would crack the races in a few hundred miles. They were also notorious for being difficult to keep in adjustment. Zeus made some headsets in the early 70s that were mechanically superior to those from Campagnolo. They were made from 60Rc to 64Rc through hardened alloy steel. They were the Gran Sort or Criterium models???

They had a stack height of 41mm which was similar to Campy headsets.

Here a guide to measuring stack heights.

Painted forks with chrome plated crowns and "socks" were usually only polished in the crown and bottom half of the blades. This left a rougher surface in the painted area for the paint to stick.
