A recommendation for removing rust is oxalic acid (deck wash/wood bleach). If you search on bikeforums.net C&V, you will likely see a number of threads with instructions. It is effective in removing rust without affecting decals.
There are some good results soaking parts. Baby pools with a tarp liner works ok to soak frames. Just don't let the kiddies swim in the stuff. My frames were all originally in pretty rough condition, but cleaned-up well. A Frame is only original once, so it's worth checking this out...
For small areas, copper choreboy/pot cleaner, found in grocery stores, is ok. Steel wool is not recommended because it can stratch.

i realized after i sold that bike to you it couldn't have found a better
home. i read alot of cr last year! the C37 i sold you came to me from
another list member here in portland.
i'll look for the evapo-rust. the wire wheel seemed harsh to me too. is a
wire wheel ever a good choice for removing paint or corrosion from frames?
sounds like at leat nicer frames with lighter tubing maybe no?
anyone got thoughts on this?
