I recently bought a Tange "Levin" headset for a frame that had originally had a Campagnolo unit. I had to install 3 spacers under the lock nut. The headset is very nicely finished, and is very cost effective. I got it from Harris Cyclery.

Sutherlands lists the Tange Passage with a stack height of just 30.6mm. Not only does the Tange web page list even more headsets than found in Sutherlands, but there are on-line retailers which offer a selection of them. They're real.
Of course priority should go to your local bricks and mortar bike store. Considering the number of shops that can operate today with NO threaded headsets on hand, the ones with some would be glad to liquidate seldom-requested inventory.
PS Velo-Orange's headsets are all rather tall.
